In 2005, Georgia Governor Sonny Perdue issued an Executive Order for the development of a State Construction Manual in order to “serve as the primary vehicle for vertical construction for the state”. The final Manual was recently unveiled in an electronic online format which is believed to capture the industry’s best practices for planning, designing, building, delivering, and receiving facilities for use by Georgia state entities. The panel will present how the creation and use of the Manual is having a positive impact on their projects.

The Whiting-Turner Contracting Company


Keith has overall operational responsibility for Whiting-Turner’s Atlanta, Charlotte and Raleigh offices. He also serves as the Director for Whiting-Turner's higher education work in the US.

Keith has twenty-five years of experience in the industry; all of which have been with Whiting-Turner. Although his experience includes a variety of delivery methods including traditional design-bid-build, design-build, and bridging, his passion is with the CM At-Risk (aka Design-Assist) delivery method. He is well versed at helping designers and owners find ways to maximize the value and quality of their projects by integrating construction know-how into the design process.

Keith received a Bachelor of Science in Civil Engineering from the University of Virginia. He is active in a number of industry associations including SMPS (Executive Advisory Panel), COAA (Programs Committee – National), AIA (Continuing Education Service Provider), DBIA (Programs Co-Chair), and SCUP. He recently completed his term as the president of the South Atlantic Chapter of CMAA. He also recently helped draft many portions of the new Georgia State Construction Manual for GSFIC and the Board of Regents.

Kevin Clark

Kevin Clark. Kevin Clark, age 53, recently joined the Department of Transportation as the Chief Operating Officer. Mr. Clark previously served as the Interim State Properties Officer heading the State Properties Commission, the Georgia Building Authority and the Georgia State Financing and Investment Commission Construction Division. In addition, he served as the Executive Secretary for the Georgia State Financing and Investment Commission, and as a member of various boards for the State Properties Commission and the Georgia Building Authority. Prior to this, he was appointed by the Lake Lanier Islands Development Authority as the Executive Director of the Authority.

In 2003, Mr. Clark was hired as Director of Special Projects at the Georgia State Financing and Investment Commission Construction Division where he served as a project manager. Over the course of his career, Mr. Clark has contributed to and participated in the success of the construction of some of the largest projects in the State of Georgia. These projects include the Georgia Dome, Philips Arena, Centennial Olympic Park and the recent expansion of the Georgia World Congress Center.

Mr. Clark holds a Bachelor of Arts degree from the University of North Carolina in Asheville and a JD attending law school at night . He is an active member of the State Bar of Georgia.

Sharon Brittain
Board of Regents


Ms. Sharon Ferguson Brittain joined the Board of Regents of the University System of Georgia’s Office of Facilities staff in 1993 as a Project Architect after working in private sector architectural firms for several years. In 1999, she left the central office as a Program Manager to become the Director of Facilities Planning at Atlanta Metropolitan College where she served in this position until returning to the Board of Regents as the Assistant Vice Chancellor for Design and Construction in 2006. She is currently responsible for providing overall management and coordination of the division’s capital design and construction activities.

Ms. Brittain is a registered architect and holds a Bachelor of Architecture and Bachelor of Environmental Design degree from Ball State University and a Masters of Science in Building Construction from Georgia Institute of Technology.

Janice Wittschiebe has been providing professional services since 1980 as a project designer, project manager and principal for large multi-faceted projects. As a registered architect and a registered interior designer, she brings a wide range of abilities and understanding to the company. Key to her experience has been the management of design teams, coordination of multiple consultants, contract administration and work on ADA-oriented projects as well as corporate responsibilities for marketing.

Janice received a Master of Architecture from Georgia Institute of Technology. She is an active member of numerous industry associations including Rotary of Atlanta, American Institute of Architects, Women In Architecture/Atlanta (Secretary, Membership, VP, President), Georgia Institute of Technology ( Georgia Tech Branding Committee, Alumni Association All offices-Chair, Foundation Board, Real Estate Committee Chair, Stewardship, National Advisory Board to President Clough, Chair, Board of Trustees Alumni Association, Alumni Association Women on Wednesdays – Board, Georgia Institute of Technology, College of Architecture -Advisory Board - Secretary/Treasurer, Chair-elect, Chair, Development Council, Architecture Program Advisory Board, National Architectural Accrediting Board Observer), Board of Regents of the University System of Georgia (Advisory Board to Vice Chancellor Bill Chatham), Georgia State Financing and Investment Commission (Steering Committee for Development of System Documents 2007), Georgia Trust for Historic Preservation, and National Trust for Historic Preservation.
